Can anyone approve a lease?

Yes- anyone with access to Lease Accounting can approve a lease. It is important to note that the "History" tab will denote who initially measured and who ultimately approved each lease. Therefore- for organizations where internal controls are relied upon the History tab can be used to substantiate that appropriate approval and recognition controls are in place.
